Vladimir Putin signed an instruction appointing State Secretary – Deputy Foreign Minister of the Russian Federation Grigory Karasin official representative of the President of the Russian Federation during the consideration by the Federation Council of the Russian Federation Federal Assembly of the President’s appeal to use Russia’s Armed Forces on the territory of Ukraine until the social and political situation in that country is normalised.
