Viktor Petrovich Ivanov

Aide to the President

Responsible for organisational and information and analytical support of the activity of the President on personnel issues, issues of civil service and protection of citizens’ constitutional rights.

Ensures interaction of the Presidential Executive Office with bodies of state power on personnel issues and issues of civil service.

Prepares drafts of Presidential decisions on personnel issues, on issues of appointing judges, issues of citizenship and pardons, and issues of presenting state awards.

Coordinates the activity of the Presidential Directorate on Personnel Issues and State Awards, the Presidential Directorate on Issues of Civil Service, and the Presidential Directorate for Protection of Citizens Constitutional Rights.

Organizes the activity of the Russian organizational committee “Pobeda” (Victory), the Presidential Commission for State Decorations, the Presidential Commission for Citizenship, and the Presidential Commission for Screening Candidates for Federal Judges.

On behalf of the employer, signs service contracts for performing civil service duties and occupying civil service posts in the Presidential Executive Office with federal state civil servants (except for in the offices of the Presidential Plenipotentiary Envoys to the federal districts), with the exception of federal state civil servants whose service contracts are signed by the Chief of Staff of the Presidential Executive Office and by the Deputy Chief of Staff of the Presidential Executive Office and Presidential Aide, I. Sechin.

Approves official regulations for federal state civil servants occupying civil service posts in the Presidential Personnel and State Decorations Directorate, the Presidential Civil Service Directorate, the Presidential Directorate for Protection of Citizens’ Constitutional Rights and also for federal state civil servants organising the activities of the Presidential Council on Facilitating the Development of Civil Society Institutions and Human Rights.

Directs the activities of the Presidential Commission for the Enhancement of State Management’s inter-ministerial working group on measures to reform the civil service.   

Ivanov, Viktor Petrovich

Born on May 12, 1950, in Novgorod.

Education: Bonch-Bruevich Electrotechnical Institute of Communications, Leningrad, 1974.

After graduating: Served in the Soviet Army; worked as an engineer at the Vektor Scientific and Production Association in Leningrad.

From 1977: Worked in the KGB in various operational and leadership capacities; over a period of more than 20 years, worked his way up from an investigator at the Leningrad regional division of the KGB to Deputy Director of the Federal Security Service of the Russian Federation.

1987-1988: Took part in providing international assistance to the Democratic Republic of Afghanistan.

1994-1996: Head of the Administrative Bodies Directorate of the St. Petersburg Mayor’s Office.

1996-1998: General director of Teleplus (closed joint-stock company).

1998-1999: Department head at the Federal Security Service (FSB).

1999-2000: Deputy Director of the FSB, head of the Economic Security Directorate.

Since 2000: Deputy Head of the Presidential Administration.

Since March 2004 – Aide to the President of the Russian Federation.
